Both Pay Per Cloud and Office 365 allow developers to upload custom code to their SharePoint environment. Office 365, however, does not yet support Full Trust Coded (FTC) solutions or what is sometimes referred to as farm-level solutions.
Office 365 limits processing power (e.g. CPU) used by your custom solutions in proportion to the number of seats you have purchased.
Both environments allow the administrator to manage your SharePoint services. Office 365, however, does not currently support customer use of Windows PowerShell for service administration and Central Administration is not available with Office 365. Without central administration, the ability to make customized configuration settings to your environment is greatly reduced.

Storage Quota are not required, but recommended. Per best practices. Site collections over 200GB may cause performance issues.
SharePoint on the .NET framework has a limit of 2GB file upload capacity.
